There’s a little bug in the bash script to update settings.xml linked here. If no settings.xml file exists yet, the script will break and exit without creating the file.
Not sure this is the right place to report this 
Oops! Thanks for noticing and bringing our attention to that. I’ve created a ticket to fix it.
